Households without WiFi connections jumped at free promotions offered by Spectrum and other providers during last year's covid lock down. Once promotional period was over however bills began coming in, now they're in the soup.
Lol if can’t afford $15 internet don’t plop out 3 kids.
Isn't even people with kids; some single households are just that busted they can't afford WiFi either.
Have a few friends that are market rate tenants in some of those "affordable" or whatever buildings. Certain tenants are always in lobby, lounge or any area where they can make use of free WiFi that is offered as an amenity. Can look like Starbucks apparently, people down there for hours with laptop, books, paper....
On another note you often see plenty of people hanging out in bank ATM spaces and other areas to hook into free WiFi. This includes the subway since MTA now also have outlets in certain stations. You see people just sitting on a bench or anything else plugged in and remaining for hours.

I wasn't aware that some apartment buildings offer free wifi for tenants in their lobbies. Are these in doorman buildings (so that doorman has wifi)?

Reread what you just wrote. Can't afford wifi but can afford laptop and iPhone. Priorities are busted.

Buildings have been offering free WiFI going back almost over ten years now. Mostly new development but some older buildings are getting on bandwagon as well.
It costs really nothing for building and is a way to market the place as hip and so forth. People can't move more than one foot nowadays without checking their phone, that is if they aren't already using.
While gym and other common areas like laundry room are a no brainier, lobbies make sense not just for staff but people waiting for residents, residents waiting for Uber or Lyft...

Please stop stating you opinion as factual information. Unless you go up to all those people you have no idea why they are in the lobby or lounge. Maybe they just want to get out of their apartment. Maybe they want to be around people.

Get over yourself.
No one with Wifi or whatever at home spends all their online time in some public place, this includes those eegits who camp out at Starbucks all day/evening long to use their free WiFi. In fact loss of indoor dining and or limited seating at places like Starbucks has forced such people to find other options.
Those in linked NYT article now having to pay for WiFi made clear they went to NYPL and or found other sources (low or now cost) to get WiFi.
There is no reason for anyone to be sitting in a BofA ATM lobby at 5PM when bank is closed with a device, paper and books.
Time Warner then later Spectrum once made it easy to get onto network for free via hot spots located around town. That has tightened up considerably so people need to find other options.
