Not an expert here but the difference seems clear: one of these is an official letter from the government that can be used as testamentary proof and the other is a document produced by any hack whose signature can be bought with enough money.

Covering up a bathroom exhaust is lol.
Even with an exhaust, many bathrooms develop mold issues.

Even when open , bathroom vents oftyen prevent a problem. SInce the kitshen vbent is probably bigger andsand stroner it will suck a vacuum in a tightly sealed apartment and so you wind up sucking air (and smell) OUT of your bathroom vent instead of INTO.

Nature abhors a vacuum.
