This is 9 units apartment building. The common area like staircases throughout the building is not clean. Spoke to management, but nothing happen for the past 5 years. The condition is getting worst.

Anyone have any suggestion of what to do?

I personally would move out, but is not me living there. I am helping someone I know, and they can’t move out of that place.

Looking for suggestion on what to do to make the management do their job, or force the management to give it to someone else to manage.

Thought about the housing court process, but I am not familiar with this process. There’s gotta be something that can done.

Tell your friend to grow a pair and handle their own s*yt.

Just call 311 and file a complaint with city, and or file lawsuit in housing court (when that ever opens fully again), claiming common areas of apartment building are not being kept clean.

Mind you what your friend considers "clean" versus legal standard (as in what any court or city action) might be different.

Lots of buildings have been skimping on things since 2019 rent law changes.

Know of a few people so fed up they left RS units for market rate. They long could afford market rate apartments and their RS rent wasn't that much below. Just got tired of living in a busted building even though their units were renovated.

Tenants can come together and pay a cleaning company to come once a month to clean. If the rents are substantially below market and it is rent stabilized the landlord wont do more than they have to with these laws.
When i was a tenant with cheap rent i offered to buy the paint to get my apartment painted because i knew i had a good deal

In my experience seeing others deal with it there's nothing that can be done. 311 will write it down and send somebody to "check out the problem" 10 years from now...
