It is absolutely not. This is nothing but a bald faced money grab from drivers. If the MTA needs funding RAISE FARES. DON'T stick this on drivers.
In point of fact the city bridges and tunnels should be taken away from the MTA. The toll revenue they generate should go to road maintenance and expansion, and the tolls likely cut.
If they want to cut congestion in Manhattan, there are better ways to do it. As someone who drives in Manhattan, I can definitively say that the majority of the congestion is caused by vehicles double parked, mostly trucks, and of those, the majority being Fedex and UPS. We need a heavily enforced ban in this from 8AM to 7PM, with $25,000 fines and forfeiture of vehicle and cargo for violators. THAT will bring down congestion much more than some money grubbing toll.

As an alternative, one could have 24-hour HOV's. But given that the transit system needs heavy improvement in the outer boroughs.....

Driving in Manhattan is absolutely insane.....and, for the most part, unnecessary!
1) Too much traffic
2) It's becoming more difficult, anyway, to drive, with more islands and bike lanes being built. Times Square was redone, some time back, making it more walkable. Also, a bike lane and pedestrian walkway was just completed in the Foley Square area. Add to that the bus lane enforcement.
No, but someone needs to politically organize drivers into a pressure group, and have them get up in the face of the politicritters. If they feel threatened enough at the electoral level, things will change. Keep in mind there are 2,000,000 drivers in NYC, and a lot more in the NYS surrounding suburbs. If organized, they would be force to be reckoned with.

That will bring down congestion, and the economy too.
