Hi, I’m trying to register for a quality assurance trainee exam on the civil service OASYS website. The application filing date starts today. Why is the exam not posted up yet? I cannot register at the moment. Does anyone know why?

You would not know. It doesn't matter anyway, as long as you file during the filing period all applications are treated the same.

After taking a civil service exam, the next step to follow up on is protest right? If so, how does protest thing work? I'm new to this.

You will get a packet with your exam about protest instructions.

If five people get 100, how do they sort candidates in list numbers?

Entirely depends on the position/exam you're taking. Some are very easy, some are hard. Normally, the more higher level/technical positions would have harder exams.
I am pretty sure Quality Assurance Specialist Trainee doesn't have an actual test, it is an education/experience exam, meaning they will just score your education and work experience and give you points based on that. You can see more details on the Notice of Examination flyer that should be available for whatever position it is you're applying. If its a regular civil service exam, its usually 80 multiple choice questions.
