Just go to any hardware type store, Amazon or online and buy draught excluder. Problem solved.

Growing up and still today parents house any many others one knows has them for all doors leading to outside.

I just roll my eyes listening to all the drama.
I monitor my my heating bills ,adjust accordingly and
if there is any complaint I stop and think of all the homeless,
cats and dogs out in the freezing cold and then suddenly I don't feel so cold anymore.

The answer is fairly simple, call the city and complain. Get your neighbors to do the same. The city is usually pretty good about responding to heat complaints. They'll crawl up the building owners nether regions and force them to get it fixed.

The bedroom and living room would, but my partner opens the windows when I'm not home, and opens the bedroom window at night for sleeping, he doesn't like the heat, where as I love the heat.
It is a terrible situation when one is always hot, the other always cold, it is actually freaking annoying if you ask me

If it is very windy out it is colder in the apt, there are so many variables that make the temperature what it is, but our LL does raise the heat if it is really cold out, I will give him that.
