If I'm reading between the lines correctly, I'm afraid he's pretty much got all the power here unless you're willing to lose the apartment, and he knows it.

Yet another post showing no good deed goes unpunished.

OP you're basically screwed. You can still bring legal proceedings to collect back rent (in civil or housing court), but now that eviction ban has been extended via that rent assistance thing, you cannot get final judgement awarding apartment (eviction).

No matter what you do it's going to cost money unless you're willing to do the court case yourself.

Last time I was a landlord In this dump of a state. We used street justice to our non payer. He got the message he left. Another time dude was a heroin addict. We paid others junkies to get him high and had him sign documents and had a Notary present. Notary charged us $150 for that. Sometimes you gotta say F the rules and regulations and do what has to be done.

So you are holding on o an affordable apartment that you don''t live in and are renting (I am assuming making money by charging more than the rent).

Based on your post history you have no legally binding lease with established agreements. That tenant has shown he is prepared to make your life hell. Pony up the money to fight him in court to evict him. He will no doubt rat you out to the landlord. Best case scenario you loose the apartment. Worse case scenario you will have to pay back all the money that you collected that was over the legally required rent.

Was it a good deed originally? The OP didn't tell the full story, but it sounds like this has been an ongoing matter, with the possibility of all kinds of shady shenanigans.

Lol,I think you must mean no dirty deed goes unpunished since the original dirty deed is the OP's. The "subtenant" is just taking advantage of her criminality and stupidity.

The real "squatter" is the OP who obviously has no legal rights to have a key to the apartment at all.
