Rhetorical question - why are they turning off the heat if the heat is supposed to be on?

Kind of depends where the thermostat and the relative location of each apartment?

Does each apartment have its own heating system? If not, then she doesn't have a thermostat.

If it's central heat then she doesn't have a thermostat but most likely a fan controller.
