The rules are you if you live in NYCHA, you get what you pay for. If it was so bad, how come these people live NYCHA for decades/generationally?

Who's the LL of NYCHA buildings? The welfare machine giveth and the welfare machine taketh away. If you live due to the " benevolence" of the system (aka politicians), your beholden to the system. Don't cry when the system fits what it wants.

Like I stated before, if people don't like it, why don't they move? Is somebody forcibly keeping them in NYCHA?

How much do you pay city/state taxes Seventh? If everybody laid out his much they post in city/state taxes, everything would be much more clear.

People don't deserve basic safety in their homes? Boy, you really are eaten up with rage and envy inside, huh? Consider finding something positive to do with your energy, you'll be a lot happier.

Are they being held at gunpoint? If someone's treating you poorly, wouldn't you do everything in your power to escape that situation?

We all know why in this case people will complain incessently instead of removing themselves from the situation.

Those chutes are rock solid.
It requires a responsibility shared by both tenant at responsible employee.
In my years of experience I could never excuse away a dirty area around the chute.
You would vomit if I were to begin to describe. The chutes are cleaner.
Hallway cleanliness falls on the tenant.

Maybe its high time to seal the chutes and have tenants separate
solids,paper, plastic and metal and dispose their garbage outside
the building rather than inside the building.

That's actually been in places for a few years now from what I've seen (I don't know if every NYCHA does this)
The green cans are for recycling and blue cans are for regular garbage.

However residential incinerators are banned now, the chutes now just transfer the garbage to a room where it sits until taken care of

The technology's there to convert the garbage into energy

NYCHA is the biggest and worst slumlord in the city and they are exempt from all of the tickets, fines, and other penalties that private lardlords have, so they have no incentive to fix stuff. Nor do they care about the revenue their properties generate or their potential future property value, so there is no reason to keep them nice.
