Wow, this person looks a lot like the guy I saw last summer scooping up some candy bars from a street cart/newsstand in the UWS near Broadway & W 72nd, and laughingly telling a young woman who confronted him something like "go ahead, call the police, I can take whatever I want and they can't do anything to me any more, call them if you want to get yourself in trouble". I can't swear on a Bible it was him, I am not sure, but he does look similar. I thought he was older than 50.

DHS is not the only department that deals with the homeless. While DHS's budget alone is bigger than FDNY, there are other agencies such as Department of Social Services/HRA (huge agency with $11.2 billion budget, bigger than NYPD) and Department of Health and Mental Hygiene, Dept. for Children's Services, etc that also have programs/budgets that deal with homeless within them. Then there are other expenses that the city pays for - their medical bills, court appointments, jail spots, mental and drug abuse counselors/programs, Legal Aid society lawyers, Sanitation and Parks cleanup after them, etc.

Such an ignorant statement. I'm guessing you're not really sure how a large city allocates their budgets, but pensions and other monies come from entirely different pots. Also, police officers earned those pensions. Can you tell me what a homeless person did to earn anything?

Even in best of times (say under Rudy G.) guys like this may have been sent to jail for up to 364 days and fined $1,000. They don't have $100 much less $1000 so fine means nothing. Since they are homeless any time spent in stir means three hots and a cot, free medical care and rest. Many COs at Rikers were on first name basis with various guys because they were frequent flyers.
Basically guys like Leron Mack are pathetic, no amount of time in jail is going to get them to change their way of living. They were bums before going into stir, and will go right back to that life soon as released.
Eejits like this once eked out an existence living on the Bowery or some other skid row. Luckier ones got some sort of check each month (veterans, SS, pension, disability) which provided a small cushion. Rest of what they needed was usually had by petty thieving or panhandling.
Larger issue at the moment are serial shoplifters who are looting stores to sell stuff onto bodegas and other parties. Was in Rite Aid other night and same eegit that routinely cleaned out 80th street store (now closed) hit East 96th, clearing out entire case of Starbucks drinks.
How can money allocated to Homeless services be used for pensions?
