It's out of control, especially in Manhattan. Less so in the outer boroughs because fewer people order using the third party apps, but I see it all over. City needs to start cracking down, but they won't. Even on streets with bike lanes, the delivery people will use other lanes AND the sidewalk. Reporters have asked some of them if they know what they're doing and they know exactly what they're doing. I've seen people almost run over just walking on the sidewalk. If the City tries to crack down, the advocates will come out yelling how they're being unfairly targeted because they're poor. This is the whole problem now... If you're poor, apparently no laws apply to you, so you can do whatever you want.
Oh trust me, they're clogging up the sidewalk and a whole lot more. They feel like they own the place. Many times I have been within inches of being hit by one, even when I had a green light to cross the street as a pedestrian, or worse yet, just walking on the sidewalk.
Sometimes, if I see one on the sidewalk coming towards me from a distance, I'll intentionally slow down and start walking in a zig zag to confuse him and hopefully force him to either slow down to GTFO and go back on the street. I'm a pretty tall guy compared to these sub-5 foot delivery drivers so it works most of the time
And not to be that guy, but, unfortunately the vast majority of these "delivery drivers" are freshly arrived illegal aliens (courtesy of a wide open border) from third world countries where rules of traffic simply don't exist and/or are never enforced. So they feel like they aren't doing anything wrong by zooming past pedestrians on a sidewalk or running a red light...
In the UES they seem to go on sidewalks a lot if they need to go in the opposite direction of a one way street. Maybe there's less of a penalty, if any. I don't know. They don't do it so much on the avenues.

Certainly you've lived in NYC long enough to notice that cyclists ignoring traffic laws is not limited to country of origin, immigration status, creed, color, inseam, or any other characteristic. Delivery guys might have the edge due to sheer numbers but IMO people on citibikes are also reliable scofflaws, and I assure you they're not all freshly arrived illegal aliens.

Cyclists tend to have a sense of entitlement everywhere, it's not limited to NYC. However, the ordinary cyclists on CitiBikes are nowhere near are reckless as the "delivery drivers," who I can assure you are almost entirely illegal aliens. These are the people who speed on sidewalks as if it was their right to do that because they're delivering tacos to some entitled millennial working from home. I very rarely see any other bikers do that (which is the most egregious to me), and also with other bikers, at least you can see their face and speak English to them. These "delivery drivers" cover up their entire face.

I think its less so in the outer boroughs because more people use cars to do deliveries, not so much using third party apps
