AirBnB properties range from nice apartments to entire private homes including townhouses or small mansions. SRO hotels were usually one step up from or same as flop houses.
Only thing SRO hotels would be in direct competition with would be hostels, something else NYS bans as well.

Grown adults share apartments with roommates because it's cheaper.
SRO's wouldn't be any cheaper.
Grown adults rooming in apartments meant for families make those larger apartments more expensive for families to rent, because there's less of them on the market

You make a great suggestion with increasing SRO availability. Based on your description, I think it could make a positive difference in this current NYC housing market.

What makes you believe that people would rent SROs, which would be more expensive on a sq foot basis, than rooming with others?
Or is your plan more government subsidies?in that case why wouldn't the government subsidize to build multi-bedroom apartments instead of useless SROs?
