See all those empty storefrons in NYC? City politics / actions like this are a big part of the reason why. Why would anyone open a business in NYC, when the government is so openly hostile to business.
Chipotle is admitting wrong doing and compensating the workers. Don't need to do any math to see that they are owning up to what happened...
They're not, though. They settled. Which means no admission of liability. These types of lawsuits happen all the time, and are lawyer-driven since they're the only ones that make any real money on these cases. The city passes new byzantine work regulations all the time, and some employers don't catch on quickly enough (or in rare cases flout them entirely) so they end up paying some small amount of money to each affected employee and a big 'ole check to the class lawyers.
Plaintiff's lawyers monitor these laws and then go seek out possibly affected employees using investigators, since the employees themselves rarely even know that they're being hosed out of some pitifully small amount of money. It's quite the cottage business. There are firms that just do this sort of work full time.

The voters of NYC want this. Their brains function more effectively in the third world atmosphere they’re used to.
The politicritters know they can get the votes of the large numbers of low wage workers, by putting all sorts of restrictions on their employers. But these same workers don't perceive the longer term results of these restrictions (less jobs.) Neither they or the politicritters that pander to them ever learned the lesson of what happens when you try to squeeze Jello.
