Any crook can see clear as day watch the cash dispensing from the machines. The cooks can stand outside and clearly watch who is getting the bills

If you were a drug addict it is easy to find the right people to rob for fistfulls of cash. Just wait for a soft and pretty liberal college degree kid getting hundreds of dollars from a city ATM and Bam - Gimmethat!!

The ATM lobbies in NYC were designed by completely stupid people

The answer is very simple. Follow the security model of casinos. They are open 24/7 AND have armed guards who do have authority to use force. But apparently NYC is too soft.

Security in casinos is told specifically not to use force to prevent a robbery.

Probably Covid's fault still
I didn't read all the comments so I am sure this was already said. I was watching someone on YouTube live streaming late night in NYC the other evening. He was giving us a tour of famous landmarks. As he was walking by banks, he kept stopping and filming the inside the bank ATM lobbies as he passed by the windows. There were throngs of homeless people laying on the floors of the lobbies all sprawled out with cardboard boxes placed strategically next them like little privacy cubicles. Trash, food wrappers, drink containers, lighters and drug paraphernalia littered to floor next to them.

If anyone wanted to go inside and withdraw cash, they would have had to climb over bodies of people laying on the floors. I bet that is also a huge reason they want to shut down at 5 pm. They probably want to keep people out that are looking for free overnight housing.

The Chase ATM policy must be city-wide because the Chase Branch on New Dorp Lane in Staten Island has restricted it's ATM hours to 7am to 10pm 7 days a week.
