We need a school voucher reform. I know in NYC DOE that is hijacked by teachers' union that is impossible, but that is one of the solutions that can work.
You think it's the teacher's fault the kids aren't making the gains they need?
It's bizarre policy and administration hand tying that pushes for zero discipline and the passing of all kids.

I believe the system sucks, and requirements do too. Many young adults have to take remedial math courses. These type of courses are useless for most everyday functions.
There are too many distractions today for average kids to focus and learn because entertainment is always at their fingertips. A lot of kids suffer addictions way early on in their life compared to previous generations. Helping your kids learn at home has become ever more challenging. It requires a lot of dedication, patience, scarification of your personal free time while trying to maintain a pro-learning environment at home most of time (meaning limited phone/internet surfing/partying at home to minimize distractions for your children). Self driven kids are hard to come by, therefore parents’ self discipline is becoming more important in raising children today.

It comes down to what it always has; either education is valued in the home or not. End of story.
Asian kids come here, grow up in homes where parents either do not speak English or very little, yet some how, some how those same kids are at top of their classes in public schools (same schools that other demographics attend), and make up majority of minorities in top public high schools.
Hmmm...right around the time the US mandated less European immigration and more immigration from Latin, Asian and African countries.
There's an interesting study available on youtube that shows the avg. IQ of every country in the world. As most would suspect, Asian countries lead the way followed by Europe/North American than Latin American then Africa. I have no idea how accurate any of this is, but it's out there.

People are gifted in a number of fields and those
gifted should be geared towards those areas of growth.
It is common knowledge that you can not fit a square peg into a round hole
but government insists it be done out of fear of inequality.
What we end up with is damaged square pegs and round holes.
The education system is a perfect example.

Also, in terms of school options, charter schools would be good options as well.
It's called selection bias. Only the ones most motivated to leave will do so. They tend to be the most educated. Geographic proximity plays a role too. This is why when you compare African immigrants to the USA vs. African immigrants to Europe you will have totally different outcomes. African immigrants to the USA have to travel further, fill out more paperwork, etc. so tend to come from moneyed backgrounds or at least possess higher education requirements. Meanwhile, African immigrants to Europe tend to be peasants or unemployed urban people who become low level grifters in Italy, Spain, etc. hustling cheap souvenirs for sale to tourists ( I mean we have those too in NYC - just look at the guys selling tour bus tickets or handbags in midtown but at least their numbers are balanced out by more professional higher income people).
NYC public schools (not all but many) have become nothing but an extension of the welfare state. Food, babysitting, all types of services. The most parasitic in society can have all the kids they want but don’t even need to take care of them. The state will do it for them at the expense of everyone else.
Parental failure. Uninvolved/uninterested parents don't truly care about their kid's outcomes or seek/demand better from/for their kids. I remember growing up we had no cable. I hung out at the library. Reading books was a hobby, still is my favorite. People don't read anymore. Good reading habits make good study habits, makes successfull students.

Ever wonder why corporate America, even with all of their diversity drives, literally could never find enough non whites/Asians to hit their diversity quotas?

You must have never seen the Chinese kids heading to Saturday and Sunday school at 7am. Nothing has become more challenging. Parents have just become much lazier and many rely on the sate to take care of their kids (because it's easier).
