A sad story but it sounds like the writer's real problem is a total lack of critical thinking skills. One bad decision after the other. Year after year, after year, after year.
Probably insisting on living in Manhattan or a popular Brooklyn neighborhood instead of one he could actually afford.
Man in OP has bounced around many apartments in city, mostly IIRC in Brooklyn.
Many seem to forget it wasn't that long ago that huge swaths of Brooklyn provided affordable rental housing.
Brooklyn was where people went who couldn't afford Manhattan, that has largely changed. Rents in even busted or former hoods in Brooklyn are going up with rest of borough.
It sounds like the person is probably not budgeting for his rent and making other unnecessary purchases.

Someone earning $64k per year gross takes home about $44k after taxes (assuming no other deductions such as healthcare). The latter number is what people have to pay rent and in this situation would need to find an apartment going for about $1450 which would take about 33% of monthly income.
Good luck finding a decent apartment in much of Brooklyn (forget about Manhattan) for $1400-$1500 per month. What you'll find in Brooklyn usually is much of what this guy has been living in already, busted or suspect apartments complete with vermin and other issues.
There likely are RS units renting for $1500 or less in Brooklyn, but current tenants aren't going to vacate those below market rate units willingly. Why would they?
There are many professions, careers and other employment in NYC that want doing but don't pay very well. Huge swaths of NYC civil service make same or less than guy in OP for instance. What it comes down to is same old, same old; city needs eff tons of "low income" housing

So, it appears as if the middle-class wannabe spent his time writing a book rather than getting a well-paying job. Maybe if his book sells well, he can pay his rent on time.
Interesting, and, yes, sad. This sounds like the kind of guy that should be championed. choosing an interesting job rather than choosing a career for profiteering. This is the residential side of losing all the nice little unique shops that make NYC special.

Again it is a matter of budgeting and cutting back on unnecessary expenses. $44K for one person to live on should be enough for basic needs.

Where is this person supposed to live on $44k per year? I'm still waiting for you or anyone else to find an apartment with rent such a person can afford. Guy in OP has done rodent filled hovel so you'll have to do better than that.
