Folks - is there any NYC agency one can put a formal complaint against a roofer? In a nutshell, it's been 5 years and there are some leaks they haven't been able to fix on a brand new installed roof. These leaks started right after the install. They keep returning back to simply add more caulk but that's it. There are alternatives we've been told by other roofers that need to be attempted and a potential wrongly done shingle design but our roofer won't do any of that even though being within their 20 year warranty. Our next step was going to be a lawsuit but before that, has anybody put in a formal complaint with any of these agencies and were they of help?

Sorry for your troubles.
I had similar decades ago. Bad install on one part of house but had a 20yr Warranty.
Just had them keep coming back with the threat of " Breech of Warranty " when they failed to show.
They came back every time I called. I called and I called. Few years later leaks finally fixed.
Some damage to sheet rock but I took care of that.

Please be polite at all times. Just put yourself in the frame of mind that this will resolve over time.

Contact your insurance company if you see interior damage. Document everything. Take pictures.

What difference does it make if we've complained? That shouldn't influence you. Go ahead.

You might also call the Department of Buildings and ask if they have any process. Or is there a separate licensing office?

You can file an online complaint about a home improvement contractor. It's worth a try.
