That's a bustling area, being about a block from Madison Square Garden. Overall, the area is fine, however, and convenient. The area is a mixture of residential and commercial structures and you have a good number of conveniences in shops and restaurants in the immediate vicinity. If you like the building and the apartment, you would have no problems with the area.

Is it too crowded? I don't want to be anywhere too loud and overrun by tourists.
I've stayed in hotels in that Midtown area and it was always really crazy.
It is crowded at times, yes, especially with events at MSG. As for everyday crowds, it's probably average for Midtown South-Chelsea, which is less than say Midtown by Grand Central and Central Park, but more than say Greenwich Village.
I also find it a bit scruffy, but if you found a place there, I'm guessing it was a good deal. If you don't like crowds, you should think twice about being in Manhattan.
"Loud" and "crowded" are relative terms in New York, of course. West 31 Street is certainly not a major thoroughfare, so that street will be a lot less crowded and noisy than, say, 34 Street.
there's a big church on that block, a Webers discount store and a Jack's discount superstore. I miss the old Blarney Stone that was on 32 street-they had great hot plates and sandwiches for a great price
