There is no rulebook. The general orders have accumulated over the years like a patchwork quilt to fill in the blanks. This is only in an effort to cover the city from legal actions.

Technically you are NOT to block the intersection while swinging the hopper to the basket. You are to bring the nose of the truck in line with the stop sign and drag the basket to the hopper. This is true.

If you are servicing a high-end basket then you must sweep out the inside. Also sweep the corner if there is a considerable amount of debris. This is all supposed to be done.

(Even pulling weeds around the corner caps is a task that we are supposed to do.)

In the name of productivity everything had gone out the window. If we performed the job that way we should we'd be lucky to do half of a standard route. So over the years all the wrong things have been encouraged by management and the men alike. Now a sub-standard job is performed and risk of injury, to the men and public, is ten-fold due to all the rushing.

Sadly, if you were to perform it correctly you are considered to be "playing games" and fitted for a target on your back.

Of course if you were to run over a child while bringing the hopper to the basket...... That's when the general order gets photo-copied and put together with your 350 and all the other forms of the day... and sent with you to your disciplinary hearing....

The examples are endless. Have you not stood at role-call and heard your sleepy 12-8 foreman half jokingly ramble through a general order like... "You are not allowed to stand behind the hopper while it's cycling, you must stand clear until it completely stops..."

I mean, c'mon! If you did that on your route you wouldn't finish and get a complaint!! Don't even get me started on the new seat belt rules.....

They have been using the same photo for Bloomberg and Doherty for several years now on there. Not surprised to read about the high turnover rate for WEP's assigned to DSNY worksites.

In my district, there is only one way to do baskets..and that is to clean out every single high end. Spotless. And only do 4 or 5 lines. Especially if they haven't been done in 4 or 5 days!!! If your partner indicates to you that the high end is full (besides the overflowing pail) then don't enter the intersection, broom and shovel it, help your partner tip the can, and cycle the hopper. The baskets you don't get to will be there tomorrow.
Not having a step will (at least where I work) ensure that the route will not be completed.

Within the last few years an unfortunate accident occurred. A young rookie sanman doing relays from Manhattan to Jersey crashed and was thrown from his truck to his death. He was not wearing his seat belt.

No small threat either. Very difficult to refute if you had it off and it carries a stiff penalty of one day suspension. Increasing with each subsequent violation. 2 days for second, 3 days for 4th, etc, etc...

Where is the union in all this? They should be screaming for the re-establishment of our routes while executing this new safety requirement.

There have been several of these issued recently and in a more than erroneous manner. Downright lies.
