Is it a bad time to move to NY now? I'm a programmer, but I assume pretty much all jobs are affect from the Financial crisis. Are my dreams of moving to NY shattered?

Just offhand, I'd have to say that the answer to your question is, "No." Financial houses like Merrill Lynch and Lehman Brothers (the latter is actually headquartered in London, anyway) didn't limit their business to New York City; they're pretty much national, if not international. So you're no worse off moving to New York than anywhere else in the country.
