Should it be this cold? (New York, York: apartments, landlords, live)

This might be a silly question, but I've never lived anywhere with steam heat. I've noticed the other day and today that it seems like the radiators are only on in spurts. It seems that sometimes they'll be barely luke warm, or even cool, and then other times they'll be super hot to the touch. The apartment isn't exactly cold, but it isn't quite warm. The valves on (both) radiators are open all the way (I don't know if they're supposed to be)
I don't know if this is typical, so I don't want to call the super.
The radiators don't have to be on all the time. The inside temperature is the important thing--get something to measure it. By law the temp has to be at least 68 during the day, and fifty something at night--sorry I don't remember the specifics, but this is easy to find out by calling 311.
68 & 55? Ok, that sounds about right, and it probably is about in here, I'm just a little anemic. Oh well, I just always assumed that radiators stayed on all the time, but like I said, I've never had them before.
The radiators only have to be on enough to maintain the desired temp inside--so how often they are warm will depend on how cold it is outside, how well the building is insulated, and how warm the thermostat is set.
Many buildings in New York are overheated. It's common for apartments to be too hot--needing to turn off radiators and open windows. Energy costs have gone up a lot in the past few years, so maybe more landlords are turning the heat down.

50 something at night? Serious? I can't believe people could live comfortably with their thermostat set that low.
Yeah, that's pretty cold but that's the law. I don't think 55 is common at night though. Even if the heat is off, the building would have to be pretty poorly insulated for the temp to drop that much in 7-8 hrs.
