I live in my apartment for 3 years, and 3 months ago heating system became unusually very noisy. This is not hot water or steam noise, it’s like metal banging. I’m ok with this during the day but around 6 am it’s so annoying. I called 311, they sent me specialist who measured noise level, and he said that there was no violation. Landlord sent me contractor to check the system but he does not know what to do with this.
I would really appreciate if anybody advice me where can I complaint to, or what can I do with this annoying heat.

It's air in the pipes. The system needs to be drained to remove the air. That can only be done when the heating system is OFF, and everything's cooled down. Try to ask them to fix it in May, when there's no more need for heat.

I believe you have steam heat.Air in a hot water system doesn't make noise,it interferes with the heat working.you have a steam line thats backpitched or a trap thats defective.hot steam and the cooled condensate cause the banging.your radiator/s may be pitched incorrectly also.
