I looked at the link. If this is the end of the spectrum you're looking for it seems alright. Where are you moving from? Do yo have any prior experience living in manhattan? Standard of living expectations can be way off if you're coming from most american cities. Most everyone makes SOME sacrifices to live in manhattan. It is, after all, the city that drwas us, not the stainless stell refridgerators. :-)
I'm coming from Myrtle Beach, SC. I haven't lived in Manhattan before, only been there 3 times to visit my girlfriend. She and her sister live in a small 1BR apartment in Chinatown. I like their neighborhood with all of the little markets and street vendors. They live near Chrystie and Grand St.
The rate on apts in nyc varies. When you pay a higher price it usually is the neighborhood or the ease of commuting. I think 4800 dollars for an apt is high but if you can afford it than go for it.
As far as bugs and rats go, they are all over the city, especially in the train stations. I doubt that an expensive building will let this get out of hand. The only thing I can suggest is to look in the closets where food is kept and see if you see anything in them that looks like it is infested ie. feces or anything of that nature. Good luck!
