Yes, the projections are based on tax forms. Another thread claims that 3 of the boros (Bronx, Brooklyn and Queens) actually lost population, though barely in Queens.

It was close, some estimated you'd see this in the 2010 census, others figured it would happen in the early 2010s and you'd see it in the 2020 census. More "experts" projected the latter over the former. But I think FL is going to lose population for a while now, though the 2010 census will still show growth due to the net increase in population from 2000-2006.

i mentioned on a previous thread about the decline in population in brooklyn, bronx and queens. i think some people may have took what i said the wrong way. by saying brooklyn, bronx, and queens declined in population, i was referring to the out migration as it pertained to that particular thread at the time. brooklyn declined by 4.8%, queens by 4% and the bronx by 1.3%.
EDIT: by 'out migration' im referring to how many people left the city. example, say 100,000 people left the city, but 140,000 came to the city. i was, at the time, making a point that most cities don't experience that many people leaving (percentage wise), regardless if they are replaced.
Florida was projected to pass NY State by the 2010 census. According to this years estimate FL lost about 50k people. First time FL has lost people.
Yeah this is true. Many people were going to FL seeking the hot weather. Not to mention that many New Yorkers moved to FL as well. Lastly, this recession is affecting every state tremendously.
