I would work there, however, I doubt if that many important financial institutions will be concentrated in that area like it was concentrated in the Twin Towers. Security will obviously be increased to an astronomical level so i'd feel safe albeit a little freaked out at times.
More like if it were ever built, or if anyone could afford to rent office space there, but to answer your question yes. People who say no probably weren't here for 9/11 anyway and are avert to high towers anyway.
Hell yeah! I won't let terroism frighten me. If I found a great paying job--I'll take it. Many would say no, but they would go work there. What if you work for a company and they decided to lease in the new buildings? Would one quit? I doubt it.
Maybe I am confused on the question. But if a company that was hiring was located in the new buildings yes I would work there. I see the building as commercial space.. not an actual company.

No. Not after all the attention it has received already. I feel it is cursed and I don't even like driving in front of it. I turn my face and don't want to look. It's a cold, sad, scary place.
