I'm seeking an apartment for September 1st. One place that I saw today has a central air system, that also acts as a heating system. The landlord told me that I would be liable for this. How much, roughly, would this add to my monthly electricity bill? The apartment is approx. 750 sq. feet. Regular height ceilings.

Can you ask to see old bills? I'm thinking that this is a central forced air system where you'd be billed for the fan circulating the heat. But you'd need to see the old bills.

Many, many buildings of newer construction have no central heat. The heat and a/c are from individual units mounted on the walls of each room and are all electric.... sort of like in a motel. In these cases a lot depends on insulation, efficiency of individual units, etc.
I think there is a very large rental apartment complex on the East River ( Waterside Plaza ? ) where everything is electric and tenants pay for everything(including elec hot water) on top of rent. Many didn't know until they moved in.

If this is the same scenario as my building, you are paying electric for running a fan. The unit(s) in the apartment have either hot or chilled water depending on whether it's heating or air-conditioning season.

I'd have to guess that the underlying cost for heating and cooling would be built into your rent. FWIW, my electric bill (for a small studio) with the setup I described is around $70/month.

I do believe that's what I said above - the only way to check is to see old bills or ask the management.
