Well, it is obvious that not everyone is going to know that NYC is 5 Boroughs. Especially if you're visiting from many, many miles away.
How many people know, that Paris is a city of only 34 sq mi.? Yet, if you dump the average person Bourg-la Reine or Pontault-Combault, one will still think they are in the city of Paris.
Perhaps because Manhattan is the only one of the boroughs that is referred to as 'New York?' When one sends mail to someone in Manhattan, city, state is designated as "New York, New York.' It has been that way as long as I can remember.
In the other boroughs, city = either the borough name or section (i.e. Flushing).
Yes, it's always New York, NY
But I think it should be Manhattan/New York, NY, or Bronx/New York, NY
"most people" being tourists have absolutely no interest in visiting the bronx or "queens" when they're on vacation. they're there to see the usual tourist traps like times square/midtown, central park, wall street, statue of liberty etc.
It's because technically, Manhattan IS NYC - - and ONLY Manhattan.
Notice how only mail going to Manhattan is addressed New York, New York for City and State.
All the other boroughs are Bronx, NY; Brooklyn, NY, etc.
Sorry to break it to the bridge and tunnel crew, but you only live in New York - NOT New York City.
Because outside of the rich areas of manhattan you either have poor crappy neighborhoods in other boroughs or suburban type areas like in Staten Island, Riverdale, City Island and Forest Hills. The hipster brooklyn counts as an extension of manhattan

Tourists go see the Yankees play in the Bronx, they go to Barclays and see games or events in Brooklyn and tourists now go to see the casino in Queens. There are some places in the outer boroughs that get a lot of tourists.
But one cannot deny that Manhattan is the center of the city with most of the tourist attractions and other things tourists would want to see.

And the suburban type areas or the suburbs count as anytown USA. People come to see the unique things about New York.
How come lots of people, tourists, etc. think that New York City is only Manhattan. They forget about the other 4 boroughs, and only visit Manhattan and is based on that borough
Even if you think about New York City, it always reminds us of Manhattan
Not only tourist but local people Westchester,CT,and NJ think that way too and if you watch the local news you would think NJ and LI are part if NYC
