Can you tell me where it states that NYC teachers are exempt, tpyically nyc employees need to pay NYC tax wherever they live

Retired teachers are exempt from NYS taxes on the portion of their income that is their teacher's retirement benefit, but teachers must pay taxes as mentioned in this thread.

Those who work for the NYC Department of Education and live outside of NYC are indeed exempt from filing form 1127.
