Hmmm well its an OK area but there are drug dealers on every corner and there is a whole lot of graffiti around but there isnt as much violent crime as you would imagine for an area like this so if your girls ok with living in the hood, minds her business, and has street smarts she should be ok.

I believe the OP is looking for information on sharing an apartment, not an entire apartment for $900/month.
Do you know where your girlfriend will be working/attending school? That will be important when thinking about where to live.
Go onto craigslist, look for shared room apartments. 900 isn't nearly enough to get your own apartment.
Manhattan is usually out of the question, even for shared rooms, but you can get some rooms in Astoria, Long Island City, Bushwick, and some other neighborhoods. You could try Williamsburg and Greenpoint too, but I think those are a little more expensive than the western part of Queens.

Yes, that area will probably be expensive, even for sharing a place. But I don't think the 173rd Street location you asked about would be all that convenient for her. I'm sure others will have more specific suggestions, but start by looking in Queens or, possibly, Brooklyn.
I'm sure the United Nations employs many interns -- have you checked to see if they keep a list of people interesting in shared housing arrangements?
