The blame does not lie with the city, the crack dealers that are suing, or the plaintiff's attorney. The blame lies with juries that would actually award huge settlements to people like this. When it is possible that the city is going to have to pay out a multi-million dollar judgment to these guys, on top of paying the immense costs of going to trial (and, if it is a civil rights issue, the plaintiff's attorney might be able to recover attorney's fees from the city, on top of the judgment), then it is wise to settle.

Oh boo, who cares about laws, since according to the other posts here they don't apply to people we don't like, except when they end with a negative outcome for said person.
