I am planning to take up a job in NYC (98th street and Madison Ave). What would be a good place to live in NY/NJ which is a commutable/fastest distance to NY by car. Also we will be looking for good elementary schools. Any help would be greatly appreciated.

You need to give us a price range for us to give you a suggestion...

Why are you driving into the city by car? I don't think its possible to have a 'fast' commute over a bridge/tunnel by car...I suggest you take the train to work like most everyone else working in the city...
