Please help. The neighbors in the apartment directly above me on the 3rd flr. in a six story apt. co-op are purposely harassing me and my family. They drag furniture back and forth across wooden floors, slam cabinet doors and there's always a loud banging noise they make to jolt or startle us. This is done from 8 p.m. -5 a.m. and sometimes all day. It's a 2 bedroom apt. There's a 10 yr old boy that doesn't go to school or outside. He's heavy foot. He has an 18 yr. old sister who has a 1 yr. old daughter. They live with their father who hasn't worked in 15 yrs. The wife is deceased. They refuse to put carpet on the floor. They had a bed bug infestation so bad a state agency had to remove their furniture. We went to mediation with the Co-Op board but they didn't attend. The Co-Op board told us the only recourse was outside mediation. We did that and they never showed. Child Protective Services came to our apt because someone else called them. We called the police to our apt so they could hear the noise and after 3 mins they asked how do we live like this? Per our Board, we filed a complaint with 311, kept records of dates/times/types of noises. This family has flooded our apt many times. We have cracks in the ceilings and walls because of the stomping tantrums and dropping heavy objects on the floor. Rumor has it that the family is 1 yr. behind in their rent. We whisper in the apt because when they hear us talk they start making noise. They received a letter from the Marshall's ofce by mail but they're still here. We can't get any sleep or peace. I want to move but can't afford to. I survived both World Trade Center attacks and cannot stay home because of this dysfunctional families antics. Our Board says there's nothing they can do. Please, help me. I appreciate any suggestions. I can't take it anymore. It's making me not want to live. I feel so hopeless and helpless.

This problem of your is nearly unsolvable because this family you mention about are mentally frustrated and get fun only and only by troubling others.I would also like to add that no matter what they will keep doing this till their last breath.The only way to solve this problem of yours is to move out from the apartment as soon as possible.This is a way by staying in your legal bounds and other way not to mention,you must have got it.Hire a HENCHMAN.
