Two possibilities:
1. The school district where the kids live and to which their parents/guardians pay property tax or rent an apartment may pay the non-resident tuition to another school district.
2. The parent/guardian pays the non-resident tuition to another school district for their child to attend a school in that other school district. They still have to pay property tax in the district where they own property, assuming they are not renters, and the other district has room to accept an out-of-district student.
