Hello everyone I am originally from the Philadelphia area and met a beautiful but rough around the edges young lady from Newburgh, NY and was inspired by her, inadvertly, to relocate here. From my understanding this is a shythole. My questions to you all are this: How do we turn this "shyt hole" into a sugar bowl? and What can I do as an outsider to make things better here?

Depends if you are looking at the Town or City of Newburgh. Town runs higher than the city (for obvious reasons).

It will take many years, a lot of money, and many motivated individuals.

Money? As Aristotle said money is sterile. This is a moral issue. The loose morals results in broken families which results in a boys growing up without the authority of the father which results in a rage against society which leads to crime which results in the aforementioned "hole".

Once the morals of an area have been subverted it will take generations to reverse the subversion. Throwing money at a problem like this is just like flushing money down the toilet.

Newburgh is the most violent city in the state. Its the last area that will ever be "turned around".

i disagree with this. When it comes to most violent areas outside of NYC, buffalo takes the cake. Buffalo was named 13th most dangerous city in america for 2010. But if it makes you happy Newburgh is right behind.

Opinions aside; Statistically, Newburgh IS the most dangerous place in the state per capita.
