Landlord's obligation when renting a single family house

The coo is certificate of occupancy and when I spoke to the building inspector he was surprised that in my town in nj I had to get a coo each time. I grumbled about it in the beginning because it really is just the town getting more money except when it's a sleaze bag Landlord then they instruct them to make the unit/house livable.
