You are correct, yet its all about money. There is nothing else to it. Adding the railway, will cost several billions and nobody wants to pick the tab. Take a look at 2ed Ave subway (now delayed to 2106) and see how things are managed nowadays. Digging a few subway stations takes more that the entire subway system took 100+ years ago, with costs soaring every day.
If they add the train to the bridge, don't expect it to open until the next millennium.

But look at the Billion $ 7 avenue extension , or the 8 Billion proposed extension into NJ , or the Billions pumped into the MNRR / LIRR. I think they have the $$$ , they even shut out PPP's who were willing to fund the Railway part by themselves...theres still hope that parts of the I-287 Rail corridor will be built...

Port Chester - Irvington which would cut down on alot of the congestion
Suffern - Nanuet - that too would reduce congestion along an old Railway
Kingston - Hoboken via the West shore line would also reduce congestion
