OP, why would Ithaca and Saratoga Springs be considered "unfair winners"?

All of the major and mid major cities in Upstate NY have their nice neighborhoods. As for the most beautiful city in Upstate NY, it will depend on one's taste.

My husband and I love Cooperstown. Skaneateles, Saranac Lake, Old Forge, Clinton, Saugerties, Woodstock, are also great little towns to visit....there are so many more that I can list, but these are a few of my favorites.
