I was just looking at the DMV website for NY and it looks like in order to change my current license to a NY State license I have to go through the process of taking a written test AND road test again? Has anyone done this recently and can confirm this? TIA!

NYS DMV - Driver License, Learner Permit and Non-Driver Photo ID Card

Try this. And if you are in NYS and do not ever anticipate any international travel except by land to Canada, look into the enhanced license. While we have passports, we often "pop over" the border and licenses are in our wallets -- no need to go get the passport.

If you have a valid license with info listed, you only need take the eye test and turn in the old license and pay the NY fee. OTOH, if you have a revoked or other conditioned license, there are other things to do.

I think it depends where your current driver's license was issued. I know that coming from another state you only need to take an eye test. On the other hand, I know someone who came with a driver's license from another country and was required to take a written test and 5 hours of instruction (but this may changed as this was several years ago).
