WOw really? That is just not true, OP said 5-10 over which is completely acceptable. Not to mention that cars are rated to go safely much faster and speed limits have been stagnant for decades (when cars were far less safe...)
Speed limits were 70-80 decades ago when cars were supposedly "unsafe at any speed".
Speed limits are SUPPOSED to be set based on measured 85th percentile vehicle speeds, as measured by traffic engineers.
Speed limits were higher when cars were supposedly unsafe.
