According to NBC, there is a shortage of rock salt in NY State and there won't be enough salt for future snowstorms this season.

That's likely anywhere there's been winter this year. Storms have been more frequent and it's been used at a faster rate than average. Which is what buying road salt is-a best guess at what you'll need. You really can't store it from one year to the next unless you have it in a climate controlled dome and it's incredibly corrosive.

Yes, the location in Lansing and American Rock Salt in Mount Morris, among some others, must be quite busy.

I thought I had heard a few years back that it was cheaper to get salt in Albany on a ship from China than hauled across from the Finger Lakes. The salt mine in Lansing at least used to ship by rail (that might become the only reason to have a rail line thru Ithaca at all if the AES Cayuga power station closes or converts to natural gas). I've never heard of them shipping by barge although that would seem at first glance like a good way to get the summer stockpile to the Island.
