What do you exactly mean? Where are people friendlier to each other? Can anyone really answer that accurately, unless they have lived in all the mentioned places?
I have lived in 3 of the many you mention. And there are idiots in all of them. I don't think you can fairly answer this question as every town has unfriendly and friendly people.

(2/12/01) Long-time residents of the town that has been known since the early 20th century as "the City of Good Neighbors" were proud and gratified-but not surprised.
I've always come across very friendly folks when I've visited Manhattan. I especially love the kind folks in Greenwich Village who check me out when I walk by and make me blush---I don't get that in Scranton.
