I think the board is cognizant of the site's potential, both good and bad. With the modest amount of parking, the lack of student emphasis, and a more aesthetically-pleasing design, the public reaction to this second proposal has been for less heated.
One of the things we're starting to see in some situations are more vocal urban advocacy components - YIMBYs. Projects like the Maguire dealership proposal for the Waterfront are still roasting on the figurative fire (rightfully so is up to the observer), but projects like 210 Hancock, 201 College and City Centre have received support from some locals, mostly younger 20- and 30-somethings. In a city used to hearing "No", it's a welcome change of pace.
Maybe the glass is half full now. I'm still keeping my fingers crossed.
