They are reportedly nearing a deal. IBM would sell it's Intellectual Property to GlobalFoundries. As GlobalFoundries has more modern plants than IBM they may very well close IBM plants in New York and Vermont.

Would some of the jobs go to Malta(NY), as Global Foundries has a facility there or could they just keep the facilities in place, but under their control?

It's no longer profitable to design and fab in America. You can't even find enough Americans Engineers while Asia has a constant stream of engineering students and less tax burden for companies to setup shop.

It also seems like some of those Asian students are coming here to work at Global Foundries or some come from Asia to attend college here, then stay here for work. Global Foundries has a big facility in the Albany area and I'm wondering how this news has an effect on that location.
