I found this interesting video about Franklin Street in Downtown Watertown: Watertown s Franklin Street Sees Rebirth WWNY TV 7 News Weather and Sports for Local News 9a72308947 - YouTube

I was up there about a few weeks ago and noticed some construction, but I'm wondering if there is more momentum towards more development and interest in Downtown Watertown?

It's happening everywhere. Malls used to be an exciting place to go. Now you go because it's a rainy day or you have nothing else to do with your little kids. Teens go, but not as often. Many are struggling, some are dying and some are dead. Others are reinventing themselves (like having medical offices as tenants). (I am not familiar with the Watertown area mall.)

Many prefer the idea of living downtown, and the ability to walk to shops. The one thing downtowns need is convenient parking for both residents and shoppers. Despite what the media likes to tell us, the car, outside of a few large cities, will rule forever.

I think the expansion of Fort Drum has helped and there has actually been more shopping options added in the area on Arsenal Street versus when I left in 2003. So, there seems to be growth not only in that regard, but the urban living trend has hit the city as well. It is a nice downtown with great bones and a very urban look/feel for its size. Parking shouldn't be too much of an issue there either.

Here is some neat old pics of the square back in the day...Watertown, NY - Official Website - Old Views of Public Square

Parking behind the square is ok BUT it can get tricky backing out on the square. In my eyes, there has to be an interest in downtown. So many roads lead to it and historical buildings as well. I drive through there quite a bit.
