You might not know but there is a commiety of influential individuals behind the local government and electoral government. (Lobbyist). Families and Old farmers that been in the region for generations with a lot of power in the private commerce, commerce governing, and government offices in the area. Now headquartered in Goshen... They make decisions to dump all welfare housing placement in newburgh for example. However they don't know what to do about the Hasidic Jew community expansion in Kyle Joel in Monroe, NY because they override their influence and power.
Anyway I left that area for good long ago and am just stating my experience or what I saw and think.

What you describe is small town rural politics in most locations in this country. Where is it written than welfare options for those needing them have to be replicated in every town & hamlet what government could afford to fund it? If the welfare resources were placed in Cuddleback, Montgomery or anyone of the small towns then the complaint would be that "welfare people are being condemned to the boodocks, can't win" . As for KJ they should be bulldozed along with Monsey and New Square they abuse the electoral process and overtly try to influence the government agency's and the schools.
