Well to be blunt even though it's technically central NY I would say Syracuse even though Syracuse looks and feels like crap at least to me anyway... Just my oppinion...
What are your interests? Job location? Do you prefer a small town or a big(ger) city? As far as I am concerned, the best town for you has more to do with those questions than race.

I agree with skeneatelesmom....there are pleny of "minory-friendly" neighborhoods upstate. The question comes in as to what type of neighborhood do you want? If your looking for a hood- you can find a bunch of those. If your looking for a place that is accepting of minorities yet still up-and-coming you have those neighborhood too. Can you please clarify?
