I was thinking that parts of Watertown like Downtown and perhaps parts of Arsenal, Washington and State Streets may fit. There is public transportation, but like Cortland, it stops at around 6/6:30. http://ny-watertown.civicplus.com/Do...iew.asp?DID=47
With the bigger areas, the cities and first ring suburbs tend to be the best bets. This is especially the case if you are near a major street or in select college/university neighborhoods.
I live in Kingston, NY which is walkable, there is a Hannaford, Farmers Market and lots of restaurants, a couple of gyms including a YMCA and a very good theater that also shows movies within the central city core. The mall is a few miles out of town (if you want to buy clothes etc) but there is a bus. There is also a bus that goes out to the ski mountain in the winter. you can also catch a bus now to Metro North in Poughkeepsie or take a Trailways bus to Manhattan. That said, the local bus schedules are spotty on nights and weekends and you will probably find life pretty constricted in the area if you don't have a car.
