Many of these people used to live in NYC and left NYC due to high prices. Lots of Latinos and Blacks move to upstate NY or PA or Jersey (not counting the ones who leave the region altogether).
New Jersey has become just as expensive as NYC, it has the highest property and automobile taxes in the nation......
In terms of school districts with high Hispanic/Latino median household incomes and a substantial population, here are some school districts that would fit.
In terms of other Upstate SD's further north, at that time, Fayetteville-Manlius, Pittsford, Worcester, Morris, Grand Island, Honeoye Falls-Lima, Saranac Lake, Broadalbin-Perth, Alfred-Almond, Penfield, Jamesville-DeWitt, Williamsville, Victor and Vestal had 6 figure Hispanic/Latino median household incomes.
