It is not surprising that towns with a large central employer (such as a university) that are so small you can throw a baseball from one side to the other would have a high percentage of foot commuters.
That may sound dismissive, but I think it is really cool. I would love to live in a place like Ithaca and walk to work everyday.
Another interesting statistic, not mentioned in the slideshow, is the average distance walked by foot commuters in each location.

What is the writer trying to prove comparing Manhattan with a population of several million to a village with a population of 200 like Hardenburgh? This is a downside to the computer age, you can pull and irrelevant data into some type of statistics.

True and I don't get the mentioning of Hardenburgh, but I think the point was that Manhattan is viewed as the pinnacle of walkability. Yet, these places have a higher percentage of those that walk to work.
I agree that college towns likely do very well on a list like this. Perhaps a company town as well.
To be fair, the information comes from the census, which it mentions at the end of the slide.
