Yes and you have buses that could connect you to other smaller cities. For instance, you can take a bus from the Transportation Center, which is also the train station in Syracuse to Oswego: https://www.centro.org/docs/default-...o.pdf?sfvrsn=2

In the case of cooperstown, there is a trailways bus from nyc port authority and passengers can walk around once they arrive:

Good catch...While it’s median household income is relatively higher than many other cities, prosperous is the wrong word to use.

In the true sense, select walkable villages or city neighborhoods are likely to be a better fit.
